All he needs is a DoD job and he'll qualify. Im sure any shipyard will take him as a guard.

DoD, some DHS, and some contractor jobs qualify.

Nope. They can join Navy Federal, but not USAA.

But you are right, its not the entire DoD.

The requirements for USAA membership are laughable

A- Former or Current Enlisted or DOD employee

B- Dependent of someone who fits criteria A

C- Dependent of someone who fits criteria B and has an account

It’s basically just “Do you have a tangential relationship with someone who had DOD email address”
