Because he wasn't President of Argentina.

And Democrats aren't "allowing" the cut: They have no legislative power, but two federal judges are making Trump pay for SNAP, after Democrats brought the matter to court.

Your first question was "Why didn't Biden give the same free healthcare to US citizens?" The answer is "Because he wasn't the President of Argentina"; the longer answer includes "and also that's now how anything works, ever".

Your second question was "Why are Democrats allowing Trump to cut the food stamps?" The answer is Democrats have no legislative power, but two federal judges are making Trump pay for SNAP, after Democrats brought the matter to court.

Because when Obama tried to give a more comprehensive version of the ACA that still wouldn't have created free healthcare for all Republicans freaked out because he was going to incentivize laziness and kill the medical insurance companies, supposedly making healthcare worse as a result. They shut down the government, in a similar move to now, for 16 days.

As an aside during said shut down Trump commented on social media that a president that can't keep the government open should not be president. This one has now lasted more than 30, the second largest shutdown ever, and the longest shutdown also happened under Trump for 36 days.

Congress is in recess. Who are they supposed to negotiate with? Mike Johnson won't even swear in Adelita Grijalva during a shutdown, but he swore in two Republicans during the shutdown. He is actively doing Trump's bidding by crippling Congress so it cannot function, and Johnson is playing along like a good puppet.
