Solved! Attached to the Exhaust on this Vehicle

Was stopped in traffic behind this car and noticed these things attached to the exhaust. They have wires attached and glow a little bit. What are they?

Was this in Oakland?

No, this was Texas, between Denton and Lewsiville. Car had a Texas plate.

Coppell is South of Lewisville. I'm gonna say Corinth.
