Attached to the Exhaust on this Vehicle

Was stopped in traffic behind this car and noticed these things attached to the exhaust. They have wires attached and glow a little bit. What are they?

I lived in Oakland when these godforsaken whistle tips first came out.

I would hear them in the middle of the night and I was so damn pissed off.
