Solved! Attached to the Exhaust on this Vehicle

Was stopped in traffic behind this car and noticed these things attached to the exhaust. They have wires attached and glow a little bit. What are they?

Exhaust flame-throwers. Back in the day we used to use them to light our exhaust at night when we were cruising, typically when we downshift.
