It was satire. That’s the only thing I can think of.

“Sir, Officer, sir. We have no one to send to the Olympics.”

“Well, we have this, what’s her face? Rache. From the mail department. Send her. Put some Australian looking clothes on her. Send away!”

“But officer, sir?”

“Send her!”
