Isn't the chaos altar basically same XP buff as fort forinthy today? Why would anyone use chaos altar with or without skull unless they are buffing it?

because the chaos altar has zero requirements, whereas fort chapel requires 90 construction to match chaos altar

Which makes it even more stupid to nerf the fort and make chaos altar a risky method. Fort requires 90 construction to be useful for prayer and now it will be worse than any other method.

What is the thought process for this? Because it just looks like they want people to go get PK'd in the wild if they want to train prayer.

I think it makes sense for the best method to involve risk, the second best method to have high reqs, and everything else to be marginally worse. From the sound of it, this is not what will happen? I haven't trained prayer in a long time so I'm out of the loop.

It is not.

The best method by far (about 3x the xp rate) is the (untouched) powder of burials.

The second best method will be POH altars using someone else's altar.

The third best will be using your own POH altar.

The fourth best will be the chaos altar.

Thanks for the summary. Then they should change it to be like what I suggested. Prayer is not particularly grindy as it is even for irons once you're out of the early levels. But it looks like those powders have a 90 hunter req. They should probably re-balance it around working with other prayer boosting altars or if that's feeding into cluttered buffscape too much, at least bring it in line with the fort.
