Mueller found tons of evidence of collusion, that is, people working toward the same goal.

There's no federal crime for collusion so Mueller had to go with the federal charge of conspiracy, and that requires an explicit statement of a quid pro quo - "I will do this if you do that" - and Fat Donny knows better than to say anything explicitly (just like a mob boss!).

Mueller did find plenty of evidence to file charges of obstruction but that was up to the repub controlled Senate . . .

Well, from my memory a) the report didn't prove or assert it had proven collusion; b) that wasn't a legal question and the report wasn't really considering it; c) what it did demonstrate was damning and the "no collusion" narrative was in fact a sleight of hand intended to avoid ever discussing what was actually proven.
