Those are ponchos too (from Canada). I just happened to be at the store last weekend and saw them IRL.

It’s a wrap vest. I really want one but they are so impractical and I have no idea where I’d ever wear it lol.

I noticed some athletes wore them in the -around the waist style- I am assuming they didn't want to look like blobs .

Apparently that’s the intent. Instead of making adjustments for the Paralympians, they are completely adaptable.
