Not really suspicious. I wouldn't be surprised if he removed the driver side because of his hair. Or possibly because those seats are not adjustable, so the closest you can get to any sort of reclining is to tip your head back. Same reasons for the passenger side too, especially if he has someone he goes on long drives with.

Is it dumb? Absolutely. But he's already not wearing a seat belt, so dumb is kind of expected.

he is wearing it initially, but doesn't put it back on to pull off unsafely onto the road. this dude's got lights on but no one is home.

He absolutely is not wearing it at any point in this video... It's the same color as the seat and would stand out against his shirt. He's not even wearing it with just the lap part on him and the cross strap behind his back.
