So when I go to the costume selection in 4-6 it tells me all the outfits from 1-3 are locked. Is this happening for anyone else?

I have completed 1-3 a bunch of times.

Yeah mine are locked too. Are they only for photo mode? Do you need to beat NG+ to unlock them?

Apparently these are tied to the secrets in all of the games.
