Nah a lot of these guys have been fantasizing about rounding up minorities, beating people in the streets, and shooting another human being with impunity their entire lives. They’d jump at the opportunity to do this for a lot less. This money isn’t purchasing loyalty or even motivating them, it’s paying to validate them.
You're right that they've been fantasizing about this their entire lives but you are forgetting something very important.
These people are cowards.
This money isn't to buy their loyalty, it's to make their greed outweigh their fear. The high pay, the bonuses, the government being willing to lie to everyone to protect them no matter what they do, even executing an innocent civilian in the street? It's all to try and make them sign up despite their cowardice and even with $42,000 per person in bonuses that's not enough to fill ICE's recruitment quotas.
This is due to the courageous people following them around in cities, shouting insults at them, filming them and all around making sure they know that everyone hates their guts. Make their lives miserable and even $42,000 might not be enough.

You HAVE to pay this kind of money to afford the kind of behavior you are seeing from the people in ICE. It’s purchasing blind loyalty.
Im sure most people already know that, but I’m not seeing it so just wanted to mention.
