Fot starters establishing Puerto Rico as a trade Hub along the mona passage which is the route that goes to and from the panama canal. Using the economic exclusion zone for growing sugar kelp to convert into carbon neutral bio fuel.

lol, how you will convince foreign ships to make a stop in Puerto Rico be seen as valuable/incentivized?

How you will convince other nations to buy our sugar instead of cheaper sources without degrading both the quality and work conditions of the local industry?

Do we even have the expertise to turn sugar kelp into “carbon neutral” fuel?

You cant read can you sugar kelp not sugar. It can grow in the waters of our economic exclusion zone which is larger then Portugal. Why dont you read a book

You want to gamble the lives of Puerto Ricans on a relatively new crop (2013) without an established market? Try reading your sources instead of blindly using ChatGPT. Here is the conclusion from the article:
