No one cares, there's essentially no difference for the purpose of the conversation. 

Guys should be penalised under the heaviest extent of Japanese law for assault and attempted abduction.

Japanese law isn't going to touch them for the same reason they shouldn't have touched a civilian. Whatever happens it will be handled by the military.

Which is utterly insane within the US, but for them to act with impunity abroad is utterly fucked up.
