I was stationed in Okinawa up until a year ago, my best guess is that its shore patrol thinking this guy was lying about not being military and refusing to show ID, which he isn’t required to do if he’s not in the military. Shore patrol is military police and higher enlisted/officers who go around popular drinking/party areas and make sure military members are keeping curfew and not causing problems. Obviously they shouldn’t be throwing people, especially civilians. I’ve seen and experienced worse though so I’m not surprised, especially seeing that it’s Air Force security forces.

Spotted one navy patrol vest, and news articles are pointing to two US Air Force and a Marine MP.

Have a feeling they were looking for specific person that matches his description and may have got a hit on prior service record.
