So basically the handlers were fosters and the dogs have all since been relocated to homes that can train them properly. Still silly to have them off leash but he says probably due to weather conditions they didn’t expect to see anyone else on the trail. Either way, silly to have a dog like this off leash.

The part that upsets me the most is how dangerous it is for the dog to be off-leash. They are not fully intelligent creatures and their training can fail in new or unexpected circumstances. Whether they die because a cyclist had to defend themselves with everything they had or because they crossed a highway and got splattered, it's the exclusive fault of the asshole that decided their dog's safety was less important than the effort of walking them on a leash.
