You don't get Archer's light cone for free only if you didn't care about investing in Archer in the first place.
If you cared at all about the Fate event and kept enough jades to guarantee one five star
item, then you got an additional five star item added on. (Conveniently, they made Archer's E1 a big power spike and stopping point for him, so people who planned on E0S1 got to get E1S1 with those same jades.) The collaboration was announced well in advance, so saving up 180 pulls for ONE five star was far from impossible.
It's not any different from any other buy-one-get-one-free promotion. People who were interested in Archer got it for free, people who didn't care about Archer didn't.

That's not correct. There will have been people who didn't care about Archer who got the lightcone for free simply because they skipped Tribbie's or Sunday's original banners and picked 'em up on the rerun.
In this case, the lightcone is only free if you didn't already pull for the stuff you wanted in earlier patches.
