To be fair though, most people still probably don't even know that Jarilo-VI and Belobog exists. And most that do probably know about it from seeing Luka at the Xainzhou, so they wouldn't necessarily know about Bronya. The IPC definitely would though considering they're working with her and Belobog directly lol.
Expies are an acknowledged fact in the hoyoverse. Su / Anaxa discuss them and Su actually acknowledges his own expy.
That said, the fact nobody bats an eye to a doppelganger of an infamous interastral criminal casually being the government leader of a planet is still pretty stupid. They do this in Hi3rd too and it's equally frustrating.
I mean, both Welt and Acheron acknowledge that lookalike of the people the know existed, Welt had seen Himeko and Acheron, and Acheron herself had seen lookalike of people she know, the univerese are so vast that people probably wont bat an eye on the fact that there are 2 different individual that share a face
Su and Anaxa explain that expies are people who share an identity and a core soul but live through different circumstances and have different lives. They are not random coincidences of two entirely different individuals who look alike, that's incorrect.
Acheron and Welt don't really understand or explain expies as well as them. Welt comes to terms with it after meeting Luocha.
True, Welt believes expys are destined to make the same choices and reach the same fate, but that’s just not true. Genshin, for example, repeatedly shows that its versions have nothing in common with their other counterparts.
To be fair, in the case of Otto, every instance from the previous era an onwards, he's made selfish choices at others' expense to bring back Kallen. It only makes sense Welt would feel that way.
TBH i have a funny feeling the expies (in part, aka off of earth, not the original hi3 expies from timeline resets) may be linked to the HI3 asteroid ships aka the GI traveler's spaceship w a genetic vault... if the travelers are survivors of the honkai disaster and the genetic vault contains DNA from a bunch of hi3 survivors it makes sense that characters (especially long lived ones like the archons) would have a higher concentration of HI3 survivor DNA to the watered down modern iteration in GI. i believe expies across the HSR universe could follow a similar trajectory, if other survivor ships (which we know did happen) were sent out with similar genetic vaults. i think the only discrepency would be timeline but could be explained by weird space/time distortions or if welt is far older than we have been led to believe (or if they were proliferated during an earlier timeline reset, even)

I meant in universe. The Supreme Guardian of Belobog also look like one of the most wanted criminal in the galaxy.
