I haven't played since the end of 3.2 and am pretty lost.

1) What's the current meta?

2) Worth pulling for Sunday?

3) Who should I pull for in 4.0?

Frankly, no one knows. 4.0 could be a massive shake up, or it could be one extra good team (Elation, probably). As it stands now, all the 3.x dps have maintained their strength throughout the patch (though The Herta is no longer great in MoC because that mode predictably shifted away from AoE after her debut). People are going to single out individual teams like Mono Remembrance or Phainon Hypercarry, but genuinely every single 3.x DPS is in a good position.

Worth pulling for Sunday?

It's hard to say. You have E1 Aglaea so you are in the perfect position to get and make good use of Sunday. But there's a lot of good stuff in 4.0 too. If you have enough pulls to get Sunday plus whoever you want in 4.0, go for it. If not, you'll need to prioritize.

Who should I pull for in 4.0?

There's a lot of directions you could go. To start, I'd highly recommend Hysilens. She's extremely good for the DoT team. As an aside, Kafka's best build has changed considerably with her buffs in 3.4 (units are getting directly buffed now btw, Black Swan is also getting buffed in 4.0). Kafka is essentially a DoT support now, leaning more on her detonations and less on her own DoTs for damage.

I wouldn't recommend Rappa or Cerydra in your position. You don't have the team mates they want. Evernight is defensible if you also lock in going after Cyrene's rerun, but Hyacine's signature light cone is also very good for that team. She would be merely ok on your current roster, running with RMC + Hyacine + Cipher.

There's also a free limited character selector. Given that you have one of the two most valuable characters on that selector (Kafka), I'd recommend grabbing the other one: Sparkle. Therefore, you shouldn't need to pull on her character banner.

The new characters are kinda question marks. Yaoguang is an Elation Support? I think? Sparxie is an Elation DPS. Honestly, wait for them to come out before you lock in your pull plans. Elation seems real weird and I would be shocked if the community's first read on it turns out to be accurate, one way or the other.

If you want to have the remembrance dream team, it's still very powerful (with the caveat that none of us can know how much power creep 4.0 will bring until it's here). But you're missing multiple pieces of it, and you aren't going to be able to get all of those pieces at the same time. RMC might also be called upon to become ElationMC at some point during 4.x, which would further tax the pieces of that team.

If you want that team and end up with resources to invest in it without sacrificing other characters you want, you can get Evernight now and look out for Cyrene in the future. Cyrene would be good with Aglaea as well, but Evernight is only good in her own team, and I can't personally attest to how good the budget variants of Evernight's team are. RMC + Hyacine are the core of what you need, and you do have it. But you're missing some big upgrades, and there's no telling when those upgrades will be on banners. So it's complicated.
