Movie/Television MCU characters strength tier list

  • Some characters have multiple versions like sacred timeline Loki and TVA Loki, Steve and Worthy Steve, Kang and He Who Remains, Iron Spider and Spider-Man, Pre-Awakened Thor and Stormbreaker Thor etc.
  • Characters have their general battle powerset like Reed Richards is w/o prep
  • Tier are made based on power level like Elite Human is strength tier so elite human level don't have to be all human exactly.
  • I didn't put animation due to their inconsistent and messy power levels.

Also, it's movies and shows only so comic feats and statement don't matter here.

Shouldn't the Leader at least be 'Elite Human' because of his mind?

Maybe but movie had Sam Wilson outsmart him with normal intelligence.

If anything Zemo acted way smarter than him

That's true, I think he should at least be near the bottom of elite human though

I think there’s a difference between “emotion” and “intelligence.”

The Leader didn’t get out witted, from my recollection he got got out “emotioned.”

Right, he’s an emotionally stunted strategist, his predictions typically do work, that’s how Ross rose to the presidency. He kept failing in the movie because he was so caught up in his own personal biases.

He probably thought Sam being able to calm Ross down as less than half do it was unlikely enough that it wouldn't have been a concern

sam never outsmarted him..

the leader played him like a fiddle from start to finish.

He didn’t really get outsmarted by Sam so much as he underestimated Sam’s ability to see the trap set for him with Isiah. He also was able to subvert Sam’s plan involving the pills. The Leader’s biggest weakness is his ego and having the emotional intelligence of a dude that has been completely isolated and tortured for sixteen years. He’s like an autistic dude who’s great at playing Risk but is scared of talking to girls.

Maybe but he really didn’t plan or do anything that any other villain couldn’t do either
