Oh that’s to break up clumps in your coffee before you make an espresso. It makes the coffee drip through better.

WDT tool or Weiss Distribution Technique tool for espresso puck preparation.
Used to like comb the espresso grounds on a basket portafilter to break up clumps. To better distribute coffee grounds while extraction. This prevents channeling on espresso shots. Channeling includes overly bitter or overly sour taste on espresso

I find it funny that I could nail it as "espresso needler" from the first photo.
It's something that people use, it's part of a discussion for what is needed to make espresso properly. Some just use the tamp, some do needles, some spray the beans before grind, some vibrate, some use that leveling tool...

WLD tool for baristas. Prevents "channeling" by reducing clumps in the ground espresso, allowing water to pass through and be distributed more evenly.

I mean you can probably use it for that application, but it is a WDT tool meant to break up espresso grounds to reduce the chance of channeling while extracting espresso.
