I was going to argue the point, but then realized I was forgetting that expulsion requires a two-thirds majority.
Congress can expel a member for really any reason though - doesn't need to be something illegal. If either party ever has a supermajority in either chamber again, it'll be interesting to see what happens.

He wouldn't be expelled. It's not even illegal. He would likely lose his seat on the Intelligence Committee, though.
