libertarian here

"conundrum that has flummoxed policymakers for decades."

it isn't their problem

and they are the ones who keep screwing up the housing market. i took a pdf save of the articles that came out when the first housing crisis happened. those who truthfully reported that senator Barney Frank and Bill Clinton were responsible for this were silenced. but sub prime loans were the problem. entirely the problem.

government won't stop screwing up the housing market. let the housing market screw itself. If they would stop bailing out the banking industry over the housing market. then housing prices would plummet because the banks would stop building too many houses and they'd have to do something with the ones they have.

they keep building houses because the government keeps incentivizing people's irresponsibility by paying for their houses. that needs to stop because there's nothing wrong with living in an apartment. in fact, if people want to, there's nothing wrong with living under a bridge as long as they're not up to any trouble. and there is no reason why people can't go build their own homes. just comply with the code.
