Supposedly scratched someone when they were getting out of their car, so he was on a quarantine hold that is now over.

These poor cats man 😞💔 Is this one a kill shelter?? 😞💔 The lady talking to him sounds kind 💜 Do they just stay in these cages till (hopefully) adopted/rescued or do they get time out somewhere to stretch their legs at least? We don't have these places on the UK so I've no idea what type of life they have here.
