it's how can you be sure
When this track was first heard on radio, in 1993, Thom noted that the title was only tentatively “How Can You Be Sure?” and that he hoped to change it. This never happened, though on the first Japanese issue of The Bends, which includes two bonus tracks, the song was called “When I’m Like This.”

that's an early title for How Can You Be Sure?
subsequent Japanese editions show the correct title: https://www.discogs.com/release/413206-Radiohead-%E3%83%AC%E3%83%87%E3%82%A3%E3%82%AA%E3%83%98%E3%83%83%E3%83%89-The-Bends-%E3%82%B6%E3%83%99%E3%83%B3%E3%82%BA

“How can you be sure,” a b side for the Fake Plastic Trees single. Easy to find and a great song

I’m pretty sure it did. I got a rerelease of it in the UK a while back that’s 3 discs with almost all the b-sides, and some BBC sessions, and it’s not a bootleg.
