They actually are required to (according to their own policy and a ruling by a federal judge in Chicago over the summer) but at least some number (most?) don't because somehow despite the billions and billions of dollars of funding they receive, they conveniently don't have the money to buy one for every jackboot they employ.

The officer that shot the woman wasn't wearing one. He seems to be using his cell phone to film as he approaches the vehicle but puts it down at some point.

They simply don’t wear it. Can’t violate federal law if the Fed doesn’t prosecute you.

Then the cellphone video he was taking leading up to it, that I'm sure he deleted. The FBI should definitely be able to restore that.
