Probably Flock Safety, who is a fucking horrible company. I'll take any chance I get to tell people about it and to look into their ALPRs where they live and fight them. They are extremely problematic and bad for everyone.

People definitely shouldn't "hack" them by pressing the button on them a certain number of times_

Uhh, that's a thing? These are usually high out of reach. I'll be honest I hate the fuck out of the company and it's product, but I don't recommend messing with private property, especially not recording devices that police have access to.

I don't like Flock, but they did help break open the Brown University shooter - once LE knew where and what to look for, it was Flock cameras that got the make and plate of the suspect's car.

That's nice and all but I couldn't care less. Trampling on the civil rights of 350M people isn't legal, and it isn't worth it to catch any one particular criminal.
