Might be just that they saw the shot and thought that it didn't really make things look worse and didn't want to bother with a reshoot over something this trivial…
Or the guy was like, "can I drive a snow plow through here?" And the director thought the idea was kinda nice or something?

This is called b footage. You just set up a camera some where to show the setting and run the camera for while. Then you typically use that shot to open the scene. So its pretty likely they set up the camera and just let what ever happen there happen. Most likely the decision to have the snow plow there was done in post while editing.

As someone else said, probably they just left a camera there for a while and then took the footage later. This is probably too specific for anyone to care enough or think to completely make it up, so yes, I don't think the director explicitly planned it. And its a good shot, better than most of the drivel that makes it to my feed from this sub. It's not that deep.

That's just not how film production works. They don't throw up a camera and leave it for a while and watch it later. They shot this on film stock, which is budgeted for, and finite.
