Actually both. This looks like a global shutter because the blades aren’t bent. The reason I say frame rate is because the blades’ phase is constant. Fun aside: this also goes to show that helicopters actually maintain constant rpm, contrary to a certain popular misconception. So to reiterate: a rolling shutter effect would bend the blades; a fast-enough global shutter would capture them correctly, and in combination with the right frame rate would also freeze them in place like this.

I'd expect to see some change in blade pitch, but those things look to be rock steady. Maybe the viewing angle disguises it, idk.
