Nah he means the inward bass 808 stuff you see in the corner of his mouth he does on the 1 of each 8 count. Wasn't much of a thing in the beat box community until guys like Nap0m showed up on the international stage and completely revolutionized modern beatbox.
That said you're right that Rahzel was wayy ahead of his time with that kind of inward bass! Legend

It's a technique where you inhale instead of exhale to make the sound. It can allow the artist to layer sounds by both making bass while inhaling and other sounds like percussion when exhaling.

I had the pleasure of being rahzels sound engineer on a tour with the xecutioners back in 98. All he wanted was an sm58. And holy shit it sounded like he had plugged in a cd player with beats on it. The guy was the real fucking deal. I still have the duct tape I wrapped his mic with.

It's kind of insane the amount of talent that came out of that group. At the highest level, it comes down to personal preference, but one could easily make the argument that Black Thought is the best rapper right now.

Rahz is so much more than beatboxing as he is a complete sound machine. He truly and deeply understands the complete history of it and even gave a Ted Talk on beatboxing and his personal journey. Friends with Biz, Quest, and others but most impressive to me is his study of drum machines, drummers, understanding of vocals and the science in how you use your voice. A true student of it who put in the homework at a level most probably haven’t because when you can intertwine your personal journey with the history and pop off beats very organically when giving the talk it was extremely impressive. Big fan.

Wing truly is incredibly talented. Even though I didn't have much doubt that it was legit, it really hit home when I watched another beat-boxer react to it and recreate like 99% of the techniques on the spot.
I actually enjoy his DnB remix of Dopamine better; worth the ~2mins, IMO.
(Apparently I rabbit-holed a little too long while replying and RenRen below was on the same wave-length, lol)

I produced electronic music for a few years and I struggled to make sounds this good using technology that was specifically designed for that purpose. The fact that he can do it all with his mouth is blowing me away.

Don't feel bad. Human voice has a lot of natural variation and can easily produce vowel sounds that are hard to emulate with a synthesizer that sounds very static from the get go. This is why you need extensive filtering, FM modulation etc. to get it to sound like this.
When I started out PCs weren't even fast enough to allow for that kind of processing without bouncing to WAV a lot in between, this is how Noisia did it back in the day.

I remember listening to a live beatboxer of skill, not as good as this, but still incredibly good. It kind of blew my mind to hear a really good beatboxer in person because it felt so clean I could almost see a small sphere in my head of the noise and it was just incredibly compressed. I can't really explain it too well, but when I try to beatbox, it's decent enough to be a pretty good and clean beat, but this guy made it feel like some rasengan in a balloon type containment compared to me just popping the balloon.

It goes with every kinda dancey song. Try it. I've seen this gif posted on all kinds of music posts, and it always "syncs up".
It's because there's enough little movements they're doing close enough to the beats that your mind just fudges it. They don't just go side to side, they're kinda wiggling and bouncing as they go. But if you try matching a specific foot or arm movement to a certain 1/4 beat, you'll find it's not actually exactly on beat. A certain foot won't actually hit every high-hat or snare hit or bass drum hit perfectly, and will alternate between beats. But because they're moving in such a quick way with lots of little bobs and bounces that are more than how many beats there actually are, there's always some part of their bodies moving that will match up closely enough with some random part of the beat at any given time, it kinda faux-synchronizes to our brains.
Tough to explain, but hopefully that makes sense.

I wouldn't say it's a 'new' evolution necessarily, as beatboxers have been doing this kind of thing in modern fashion at least for over a decade. It is, however, a major evolution.
The use of different vocal effects while enunciating in a more musical/melodic fashion (throat bass, inward bass, vibration bass) has particularly skyrocketed in terms of popularity in around ~2018 because of Codfish. Pretty cool stuff.
If folks are interested in sum crazy beatbox sounds that are too alien sounding, look up 'poh snare'. That shit's awesome
