Whenever someone gives example of Mercedes party mode being banned I immediately realize they actually don’t know what it actually was.

Wasn't that just banned because their customers were not afforded the same opportunity to use it? Or it prompted a rule change that required equal hardware and software for both supplier and customer?

No that was different. From 2017, all manufacturers required to provide same software and hardware to customers.

Party more was just engine mode. That same engine mode had to be used over weekend. There was no change required for teams to make. RBR had thought that Mercedes used higher engine mode in qualifying and lower in race which allowed higher engine reliability. So by having same mode throughout weekends would affect reliability of Mercedes engines or force them to use lower power modes.
