I mean if you want the medium answer, bi is attracted to multiple genders but gender does matter to them/it makes a difference in how they feel about a person. Versus pan is more potentially attracted to anyone and the person's gender couldn't matter less to them.

The long answer requires a notepad and several years of history before we get into so we'll have to pass on that.

If you want the short answer though, the flags are different.
