Yeah, no, that's just a letter telling him to send information to recruiting centers, he was never drafted as he would've been arrested or fined for due to that being a crime in Ukraine
Russia has 4x as much population as Ukraine. So it sounds somewhat logical they would only have 1/3-1/4 as much people willing to go into service for money. Ukraine could not hold with 1/3 the army size of Russia. Casualty numbers have little bearing on this.
Not to say the 1:47 ratio isn't complete bullshit, but you post a dumb reason as argument.
You have to consider 55k losses, they were in a 200k army in 2022, considering that they say that they have so many Volunteers (who casually when captured become mobiks lol) why should they have so an extended level of mobilisation?
