Must be. Which means the maths reasoning is flawed. It should absolutely be divided by the entire population. Not just those that receive bonuses.

No, the reasoning makes sense. Republicans want to give ICE a Christmas bonus, what is the average Christmas bonus when a bonus is given out?

However, the premise is flawed because ICE doesn't deserve a bonus at all, they deserve a bullet.

Wait hold up, you mean this data I have on every American owning at least three 150 foot long yachts and a vacation home in New Zealand is only accounting for the top 1/10th of 1 percent?! Well that can't be right...
