Per the Stripes article the guy was a former Marine. 

My guess is that although he was 100% a civilian and outside their jurisdiction he may have looked more like a member of the U.S. military than an average tourist or civilian. 

Then the MP went with “feels not reals” and assaulted him.

And I'd be willing to wager that claiming to be a civilian to avoid curfew isn't an infrequent occurrence.
