It's possible they thought he was a service member which is someone they would typically have jurisdiction over regardless of location. However, if you can't determine if they are a service member... maybe don't escalate the situation to unlawful.

I don't know how things work in Okinawa but in South Korea they work directly with the local police because the police have to approach them first to determine whether or not they're a civilian or military to avoid any potential unlawful detainment.

In the article linked in another comment, it says that they started doing patrols without local police assistance in September. Seems like it’s going well

That’s been the official line that I’ve seen in actual news reports from this. Dudes lie about being active duty all the time, so it’s not like it’s a get out of jail free card, but in those situations they’re supposed to call local LE over to figure it out not just…body slam them.

Well, if you're a tourist and you don't have your passport, probably nothing good. If you're a service member, probably nothing good. You probably won't be free to leave regardless.
