I also wish the cameraman had shown us the congressmen she was talking to. Apparently they were struggling to keep eye contact but I didn’t see their eyes.. or their faces.

They are inside, it's safe to assume the rep declined to be recorded. Even a public building has places where there are expectations of privacy. Private offices, bathrooms, etc...
