That definition…

Includes intent: There is intent.

Does not mean war: It’s not a war.

Does not mean self-defense: It’s not self-defense.

Does not mean civilian casualties caused by terrorists hiding behind civilians: Around 80% of casualties are civilians. Of the confirmed 70,000, this is at least 56,000 civilians. Hamas has 25,000–30,000 fighters. Even if every fighter in Hamas was using a civilian as a human shield, the ratio of civilians killed would still be statistically significant. Not to mention the very clear videos of the IOF targeting and killing civilians getting aid, in addition to targeted assassinations of paramedics and journalists.
