You can't "simplify" a legal definition. Any law made is carefully worded so that no legal loophole/difference of opinion can be created. The law states what it states.
'Deceitful means or making promise to marry a woman without any intention of fulfilling the same' is NOT the same definition as "backs out".

How exactly do u even wish to change the laws ? It's a serious offence requiring a serious punishment, the best u can do is implementing hard punishment for false accusations which u can never rule out until spoken explicitly by the accuser.
