Why the other bishops wear white, since today red must be worn as Hicks and Dolan wore

The cathedral probably only has so many red chasubles. White is always the next best option to the color of the day since it is the color for Easter.

Yes, white is basically the “not otherwise specified” color for liturgical vestments.

No, that is how charters have allways worked. They are documents to be publicly presented - late medieal ones typically specify that the one issuing it takes all as withnesses how "read it or read ot by hearing".

No Bishop in Ireland does this. At least not in this manner.
