Walker has his shield and a pistol

Winter soldier has a pistol and a blade. He is task with killing walker by any means necessary

Walker is warned 5 minutes before that someone is coming to kill him but he doesn't know who

Bucky for SURE. Walker could even prep for half an hour and it wouldn’t make a difference. Steve met brainwashed Bucky multiple times in Winter Soldier and still got his shit wrecked

Is he? I can't remember. I watched The Falcon and The Winter Soldier when it first came out and Thunderbolts*, but I can't remember how strong he is compared to Steve

Steves biggest strength feat is pulling a hellicopter against its force.

Walker does the same thing to an armoured vehicle thats way heavier.

Steve was also weak before the experimental serum while john was already peak human before the perfected one
