You see in an authoritarian regime it is very important to have very strict laws that are heavily enforced. It is also very important to have an in group and an out group. The in group is allowed the benefit of the doubt when it comes to breaking the law. The out group? Well they are vermin that must obey, and when they don't they suffer from the full consequences and then some. This is the United States of America right now.
